Very common in that area of the state for dogs to run wild. I don't think I ever saw anyone with a leash growing up. Every dog in our neighborhood basically ran in a pack and then drifted home at night.

Sort of a weird thing about living in the country. When I go home I almost can't walk my dog because inevitably strange dogs will slink up out of the woods and a fight will be on. Corbin is a little different from where I grew up (it's way more civilized), so Matt's situation may be different. (And really it is different because he requested that the dogs be penned.) But free-range dogs are extremely common down there. One issue is that there are very few "neighborhoods" and so there are no clear-cut standards about this.

We live in Laurel Co. While the city of London has a leash law ( I assume most, if not all, municipalities do), the county does not. It's not exactly like free-range here, though. We live adjacent to a subdivision (the man in question lives in the subdivision). While the subdivision has no leash law, most of the residents are good about keeping their dogs confined. This fellow chose not to. Although he has a right to have dogs, I feel this right ends at his property line. The sad thing about the whole situation, aside from the fact that several cats died a horrible inhumane death, is I thought we were good friends and now I'll never feel good about him or his family again.
