Very common in that area of the state for dogs to run wild. I don't think I ever saw anyone with a leash growing up. Every dog in our neighborhood basically ran in a pack and then drifted home at night.
Sort of a weird thing about living in the country. When I go home I almost can't walk my dog because inevitably strange dogs will slink up out of the woods and a fight will be on. Corbin is a little different from where I grew up (it's way more civilized), so Matt's situation may be different. (And really it is different because he requested that the dogs be penned.) But free-range dogs are extremely common down there. One issue is that there are very few "neighborhoods" and so there are no clear-cut standards about this.
