    Basketball Question # 1.

    A1 is dribbling in team A's frontcourt outside the three-point line. Defender B2 places his or her right hand on A1 and then removes it. A1 then takes a few dribbles, B2 touches A1 with his or her left hand. B2's hands do not displace, hold or impede the progress of A1. Is that a foul?

    A. Play should continue; no foul has occured.
    B. A foul should be ruled on B2 for placing an extended arm bar on A1.
    C. A foul should be ruled on B2 for contacting a player more than once with the same or alternating hands.
    D. A foul should be ruled when the official deems this contact as continual jabbing.

      If the first touch isn't a foul, I see no reason for the 2nd one to be. The actions are discontinuous.

        The Correct Answer to Basketball Question #1,

        is D for NCAA Men, and C for NCAA Women and HS.

        RULE 10; Fouls and Penalties.

        Section 1. Personal Fouls.
        Art. 4.
        The following acts constitute a foul when committed against a player with
        the ball:
        c. Continually jabbing an opponent by extending an arm(s) and placing a hand
        or forearm on the opponent;

        Appendix III; Officiating Guidelines.
        Section 5. Hand-Checking (Impeding the Progress of a Player)

        To curtail hand-checking, officials must address it at the beginning of the game,
        and related personal fouls must be called consistently throughout the game. Some
        guidelines for officials to use when officiating hand-checking:
        a. When a defensive player keeps a hand or forearm on an opponent, it is a
        personal foul.
        b. When a defensive player puts two hands on an opponent, it is a personal foul.
        c. When a defensive player continually jabs by extending his arm(s) and placing
        a hand or forearm on the opponent, it is a personal foul.
        d. When a defensive player uses an arm bar to impede the progress of a dribbler,
        it is a personal foul.
