Last time I checked NCAA Div 1 Football officiating wasn't an open participation thing. Given the time and overhead of qualifying and the scarcity of positions, your suggestion is (with respect) absurd.
Nevermind the undesirable requirement to enforce ill-conceived, nonsensical rules. Public outcry from the top row, or twitter, or ESPN, or anywhere else is more likely to influence a rules committee, than the opinion of one rookie referee asking for change.

I'm not saying some things about this rule don't need to be changed, but it's not going to be changed this year so we might as well get used to it. And, just because an official apply's a rule as it is written doesn't make them a bad official.
