Against EKU, UK's D had 12 players on field for an EKU rushing playing near west goal line. No flag was thrown until after the ball had been dead several seconds as the 12th player was running off the field. EKU was given the play & penalty - half the distance - and a down replay.

How can a flag be thrown after the play is dead for an active play offense? How is EKU allowed all of 1) the play gain & 2) the penalty & 3) the down replay? Thanks.

I think I remember the play you're talking about, but I saw no problem with the way the penalty was called and administered. IIRC, it was flagged prior to the play beginning.
