Signees after May 20

May 20 was the last day for players to sign a binding loi.
There is some sort of NCAA rule after May 20.
I remember something like they can enroll anywhere they wish even if the gave a oral commitment to any one school

Yes, correct. First, players are not required to sign a LOI. In fact, there are a number of reason not to sign one. If you have not signed a LOI, you can just enroll at any school you want. The school would not be able to comment until you actually enroll nor would you be allowed to practice. (That's a football concern.)
