It is up to the member institutions to determine how the conference is perceived. Recently more schools have been willing to shell out the $ for basketball coaches which leads to better players, more success and better recognition.
In times when all the $ went to football (except for UK) the SEC probably somewhat deserved it's perception as a football conference. Not to mention going back to the late 90's Bama, LSU, UF, Auburn and UT have all won national titles--some of them multiple. Through in UGA and aTm and that'll make people think football.
