The Correct Answer to Basketball Question # 16,

        is A & B, for all levels.

        RULE 9; Violations and Penalties.

        Section 5. Throw-in.
        Art. 1. It is a throw-in violation when a thrower-in:
        f.
Touches the playing court before the throw-in is released or touches the
ball in the playing court before it has touched another player.

I take it then that if the throwing in player bounces the ball out of bounds, including on the line, repeatedly before throwing it in, that's Ok since it wasn't in the playing court.

In a sense you're talking about two different things. but, if the thrower-in bounces the ball on the end line in a manner that part of the ball hits in bounds, that's a violation. Good Question.

Thanks. Odd, inconsistent rule to me that if the ball is in play & hits an oob line, it's a violation, i.e., the ball is out of bounds when it's just touching the line but rest is inbounds, yet if the ball is oob/being thrown in, if the ball is part on the line & part in over the line in-bounds - same exact position as first case - it's also a violation when in fact it's still part out; i.e., hasn't been put inbounds in play. I would have thought a ball isn't in-bounds till it's fully in-bounds - like the player and ball aren't in the front court till all is fully in the front court - & thus is still oob till then, not a violation.

Let me try to explain it this way. If a player who is fully in bounds, and in dribbling along the endline and only puts his toe or heel on the endline he's considered oob, although the rest of him is in bounds.
