I know, for a few years, Stoops' staff had some top 30 recruiting classes (for whatever reason, many of the higher rated guys rarely seemed to pan out while the solid 3* recruits tended to improve and be significant contributors - coaching?), but Stein and his staff seem to be able to be very aggressive and get some kids that Marrow and Stoops wouldn't have been able to reel in. Maybe it's an age thing. Maybe it's the presumed exciting brand of football Stein is bringing to UK. I don't know but I like it -a lot!

I think it's probably some of both. I've been reading comments, by some of the recruits, about how well the staff connects with them.

I suspect one of the reasons that many of the higher rated players UK got didn't pan out was the reason UK was able to recruit them. IE other schools saw something that caused they to back off recruiting the player. That something caused them to not be as successful as their high ranking predicted.
