Thats got to be the dumbest rule ever created. No one has a clue how to interpret it. That to me was clearly targeting. But I have saw others that didnt look close that they ruled were.

The way I saw it, he didn't make much if any contact with his helmet.

What I saw was the defensive player with both feet still on the ground when the qb started his slide. The launched himself into the player. But you are right, the contact to the head and neck was with the shoulder not the helmet. Maybe that does make it not targeting. But the interpretation definitely differs from one play to the next.
