Photography...any recommendations for software to organize photos?

I like taking photos, and have tons of them. At present they're only organized by folders with the date and some general details. I'm interested in finding some good software for organizing photos. I'd like to give them multiple tags, such as the names of multiple people in each one, along with locations and a few other details. Ideally I could use categories and subcategories for that. I'd like to be able to get into it and pull up all photos of a particular place or with a particular person in them.

I don't have or use any photo editing software, but wouldn't mind paying for it if it had great organizing features.

I've looked online and seen various recommendations, but would like to hear some personal experiences here.

Any recommendations, especially for Windows? (I've heard of good Apple features for this.)

My buddy's Wife is into photography. She uses Adobe Lightroom for editing and organizing.
