    2017-18 NCAA Basketball Rule Changes.

    Men’s Basketball Rules Changes for 2017-18.
    Coaching Box. (Rule 1-9.1). Extended the coaching box from 28 feet to 38 feet from the end line.
    Logos/Names/Equipment-Commercial Advertising. (Rule 1-17.5). Prohibits commercial advertising inside the 6-foot restraining area at each end of the court.
    Scoreboard/Game-Clock Display-LED Lights. (Rule 1-18.4). Permits LED lights at the scorers' table which are synchronized with the LED lights on the backboards and game clocks.
    Uniforms/Game Jerseys. (Rule 1-22.5). Permits certain words such as institutional names, mascots and nicknames within the 15% tonal shift of the neutral zone of the jersey.
    Uniforms-Flags. (Rule 1-22.7.d). Permits a national flag of the NCAA member institution to appear in certain locations on the game jersey. Uniforms-Professional Sports Logos. (Rule 1-25 and 1-26). Prohibits names or logos of professional sports entities from appearing on equipment or items of apparel.
    Duties of Shot-Clock Operator - Resets. (Rule 2-11.6). Requires the shot-clock to be reset to 20 seconds or the time remaining on the shot-clock, whichever is greater, when a foul or violation (e.g., kicked ball) is committed by the defense and the ball is to be inbounded by the offense in the front court.
    Substitutions. (Rule 3-6.1.j). Permits a replaced player to re-enter the game at the next opportunity to substitute when the opponents have committed a violation or foul before the game clock has been properly started.
    Delay/Penalty. (Rule 4-10.2). When a second warning for a delay is given for a delay which is different from the first delay, a technical foul shall be assessed for any further delays.
    Foul/Loose Ball. (Rule 4-15.2). Adds a loose ball foul to the categories of common fouls. Loose ball fouls occur when the ball has been fumbled, deflected or released for a try for goal.
    Loose Ball. (Rule 4-24). Defines a loose ball as occurring when a player fumbles the ball, has it deflected or releases it for a try for goal. Screen/Requirements. (Rule 4-35.1). Requires the screener to have a stance in which the inside of the screener’s feet is no wider than shoulder width apart.
    Screen/Requirements. (Rule 4-35.1). Requires the screener to be inbounds.
    Verticality/Cylinder. (Rule 4-39.1.k). Adds pivoting to the definition of a “normal basketball play."
    Forfeit/Interrupted Game. (Rule 5-3 and 5-4). Clarifies that a forfeit pertains only to one team. Further clarifies that, in the event of an interrupted game where neither the institutions nor conference can agree on an outcome, the NCAA Men’s Rules Committee shall make the final determination.
    Starting Game-Clocks. (Rule 5-10.2). Requires that in the last minute of any period a minimum of .3 seconds must elapse on the game clock when the ball is legally touched inbounds on a throw-in and an official immediately signals to stop the game clock.
    Timeouts Granted and Charged/Media. (Rule 5-14.1). Allows the head coach of the team in control of the ball to request and be granted a timeout when the ball is at the disposal of the team entitled to the ball and before it has been released for a throw-in.
    Timeouts Granted and Charged/Media. (Rule 5-14.10). The media timeout format now requires the media timeouts to occur “at or under” the media mark times.
    Out of Bounds/Throw-in. (Rule 7-3.2). Designates a consistent spot (hash mark or end line) for a throw-in when a foul or violation is charged to the defense or a timeout is granted to the offense and the ball is to be inbounded in the front court.
    Throw-in/Requirements. (Rule 7-6.8). Permits an official to move the defender away from the boundary line in facilities where there is insufficient space along the out-of-bounds line for a throw-in.
    Backcourt. (Rule 9-12.5). Permits either team to be the first to touch the ball in the backcourt when a pass or any loose ball in the front court is deflected by the defense which causes the ball to go into the backcourt even if the offense was the last to touch the ball in the front court.
    Team-Control Fouls/Penalty. (Rule 10-1 PENALTY c.). When the bonus rule is in effect, the offended team shall be entitled to free throw(s) even following team-control fouls that occur during loose balls.
    Administrative Technical Fouls/Court Markings. (Rule 10-2.1). Requires an administrative technical foul to be assessed when the home team does not have all mandatory game equipment and court markings.
    Administrative Technical Fouls/Illegal Uniforms. (Rule 10-2.3.c). Requires conferences to enforce all uniform rules except for illegal numbers and failure to have contrasting colors.
    Administrative Technical Fouls/Penalty. (Rule 10-2.6 and .7). Increases the penalty for having more than five players on the court or calling an excessive timeout to two free throws.
    Instant Replay/Timing. (Rule 11-2.1.c.1.c). Permits the game-clock to be reset to the time of the actual shot-clock violation instead of when the official signaled the violation in the last two minutes of the second period and of any overtime period.
    Instant Replay/Shot-Clock Violation. (Rule 11-2.1.d). Permits instant replay review to determine if a foul occurred prior to a shot-clock violation. Instant Replay/Restricted Area. (Rule 11-2.1.e). Permits instant replay reviews on restricted-area arc plays in the last two minutes of the second period or of any overtime period when an official has made a call and is uncertain whether the defender was inside or outside the arc.
